To Create Homeostatic Public Facility Network System

Finally, from the viewpoint of FUNCTION, LOCATION and BUILDING, important factors for creating homeostatic public facility network system are summarized briefly as follows.

FUNCTION

Almost all spatial functions of public facilities have been provided according to facility names and room names determined based on the stereotype categories and concepts. In many cases, however, these function categories do not fit to various demands by actual users. By reorganizing the diversity of demand by actual users, we should rebuild the classifications of spatial functions for public facilities.

LOCATION

A large variety of public facilities have been constructed corresponding to the institutional changes and upgrades until now. As a result, many facilities are located close to each other with high density. In the near future, we should deal with public facility services comprehensively by crossing the border of the present categories of public buildings. For example, when new facilities are needed in response to new demand, they should be installed into the vacant rooms of existing facilities with small demand considering their relative location and a long-term vision for management.

BUILDING

New facilities have been built continuously in response to the changing needs of residents heretofore. However, now it is necessary to change our mind-set and to utilize existing facilities because of the financial conditions and limited resources. We should reorganize rooms in existing public buildings based on the relation between their purposes and spatial properties regardless of their names. It is also necessary to investigate the feasibility for their conversion.
